Just an empty virtual desktop for winecfg, taskmgr etc.

in my case appear same error using wine 10.0-rc1

Hmm, sorry about that. Could you attach a log with WINEDEBUG=+timestamp,+pid,+explorer,+win,+msg,+system,+x11drv,+event ?

Actually it's easily reproducible with virtual desktop mode, I don't see any issue when virtual desktop mode is not enabled.
