WINEDEBUG=+msi on Wine 1.3.16

Steps to reproduce:
1) remove ~/.wine
2) winetricks gecko flash
3) wine Laucher.exe
4) Install License Server
5) Next, next, next ...

Behaviour:
Installer hangs up on starting services.

Expected behaviour:
Installer should finish successfully.

Terminal output:
fixme:storage:create_storagefile Storage share mode not implemented.
err:msi:ITERATE_Actions Execution halted, action L"MakeVDDRegEntry.B391C188_6953_11D4_82CB_00D0B72E1DB9" returned 1603

Free download? A +msi,+relay,+tid,+seh trace might reveal why the service
doesn't start up.

There is no free download.

Log is over 1 GB big. I'm attaching last 700000 lines.

Ohh.. I uploaded logs without error message

They are for sure useless so I'm uploading log with err: message. I did following to get the log 
cat log.txt | tail -n5600000 | head -n1100000 >& +msi,+relay,+tid,+seh.txt

Since fixing bug #26792 something changed so now there is:

000b:err:service:service_send_start_message service L"UGS License Server (ugslmd)" failed to start
0025:err:msi:ITERATE_StartService Failed to start service L"UGS License Server (ugslmd)" (1053)
0025:err:msi:ITERATE_Actions Execution halted, action L"StartServices" returned 1627
0025:err:msi:ITERATE_Actions Execution halted, action L"ExecuteAction" returned 1627


Log is rzpied with rzip version 2.1 and contains 950000 lines just before err messages.

Hello folks,

I found a 'backup' and can't reproduce this.

Service install part (including sentinel driver) is fine.
