I was using windows firefox under wine to avoid having to disable one my addons for a site, and noticed that alt tabs are sometimes getting interpreted as an additional alt. In other words do:
$ wine firefox
$ some_native_app

alt tab from the native app to windows firefox. Sometimes, 'File' at the top menu is activated. Occurs about 2/3 of the time for me.

This ticket has not been updated for over 900 days. 

Is this still an issue in wine version 1.6-rc4 or higher or is this to be closed as abandoned ?

No, seems fine now in 1.7.12 for me.
