Confirming the error dialog appears.  Trying to run it results in:

err:module:import_dll Library DNSAPI.dll (which is needed by L"C:\\Program Files\\Avaya\\Avaya IP Agent\\sipua.dll") not found

Working around that, by copying a valid dnsapi.dll, results in an error dialog that says:

Could not get TAPI service provider list.

And the following line appears on the console.
fixme:tapi:lineGetProviderListA (00020000, 0x33f9f4): stub.
