kis9.0.0.736 gives the following line on the console:

err:msi:ITERATE_Actions Execution halted, action L"ErrorXPSP2RequiredShow" returned 1603

Please attach full terminal output. Wine's xp version is SP3...does setting winversion to vista or win7 help?

I know that Wine is XP SP 3. With Vista and Windows 7 other problems do appear.

The problem is still valid on Wine 1.2 RC7.

Don't change original reported Wine version.

This has not been updated for over 900 days. 

Is this still an issue in 1.6-rc1 or higher or is this abandoned ?

The problem exists still with Wine 1.7.13.

I've found a downloadable version of KIS 2010.

confirming.

The installer looks for 'fltlib.dll' version >= 5.0.0.0 and Wine's builtin doesn't have a version resource.
